Transparense (IEE)

The aim of the Transparense ("Increasing Transparency of Energy Services Markets”) project was to increase trust and transparency throughout the European and national ESCO markets and in particular in Energy Performance Contracting (EPC). (IEE/12/678/SI2.644737)

ESCOs (Energy Service Company) can offer cost-effective energy saving solutions at their clients’ premises while ensuring high technical quality. Quality and the level of energy savings are guaranteed because the ESCO accepts (some level of) financial risk of the investment. At the same time, it has been observed that the ESCO solution appears to be too complicated for clients, they find it hard to develop trust, and an occasional unsuccessful project may hinder the confidence in future ones.

Based on the above, the Transparense project carried out the following activities to overcome these barriers:

  1. Developing online databases to aid navigation. Databases were focused on existing ESCOs and ESCO associations; types of EPC models; financial models; and EU and country-level policy initiatives.
  2. Organisation of workshops and trainings for the ESCO market players and the potential clients.
  3. Creation of a European EPC Code of Conduct and 20 national Codes of Conduct defining a set of rules to ensure a transparent and trustworthy high quality EPC market across Europe. Every participating country tested and adapted the national Codes of Conduct through involving local ESCOs and other market players. Thus potential clients of ESCO projects had an extra guarantee about the quality and ethical commitments of the ESCOs that accede the Code.
  4. Assessing the local demand for an ESCO association, and supporting the initiation if deemed needed.
  5. Implementation of at least 25 EPC pilot projects (1 in Hungary) to test the use of the developed EPC Codes of Conduct in a procurement process. Best practice examples from the implemented projects were promoted in dissemination activities.
  6. Promotion of the ESCO solution and EPC. Professional discussions were initiated.

The project was supported by the European Union and run between April 2013 and October 2015, with the participation of Czech Republic (project leader), the UK, Slovenia, Germany, Sweden, Belgium, Austria, Bulgaria, Italy, Lithuania, the Netherlands, Poland, Portugal, Slovakia, Spain, Greece, Hungary, Latvia, Denmark, and Norway.
